Pursuant to the Order of the Day the following Petition was read :

Of the Corporation of the City of Toronto, praying for the amendment of the Act to authorize the said City to erect Water Works, and to levy a water rate.

The Honorable Mr. Patton from the Select Committee, to whom was referred the Bill intituled " An Act to incorporate the Village of Pembroke, in the County "of Renfrew," reported that they had gone through the said Bill, and had directed him to report the same with an amendment, which he was ready to submit whenever the House would be pleased to receive it.

Ordered, That the Report be now received, and

The said amendment was then read by the Clerk, as follows:

P. 1, 1. 22.-Leave out from "Renfrew" to "The" where it occurs the first time in 1. 30.

The said amendment being again read, and the question of concurrence put thereon, the same was agreed to.

On motion of the Honorable Mr. Patton, seconded by the Honorable Mr. Prince, it was

Ordered, That the said amendment be engrossed, and the Bill, as amended, read a third time to-morrow.

On motion of the Honorable Mr. Ross, seconded by the Honorable Mr. Vankoughnet, it was

Ordered, That the time for receiving Private Bills from the Legislative Assembly be extended eight days from this date.

The Honorable Mr. Taché moved, seconded by the Honorable Mr. Goodhue, That an humble Address be presented to His Excellency the Governor General, praying that His Excellency will be pleased to cause to be laid before this House, the Reports of W. F. Coffin, Esquire, dated the 20th and 26th May, 1858, respectively, on the subject of certain Ordnance Properties, as connected with Reformatory Prisons and other public institutions.

The question of concurrence being put thereon, the same was resolved in the affirmative, and it was

Ordered, That such Members of the Executive Council as are Members of this House, do wait on His Excellency the Governor General with the said Address.

The Order of the Day being read for the third reading of the Bill intituled 'An Act for the amendment of the Laws with respect to Wills,"

On motion of the Honorable Mr. Vankoughnet, seconded by the Honorable Mr. Ross, it was

Ordered, That the same be postponed until Thursday next.

The Order of the Day being read for the third reading of the Bill intituled "An Act to establish the true location of the allowance for Road between the "Municipalities of Toronto Gore and Etobicoke,"

The Honorable Mr. Prince moved, seconded by the Honorable Mr. Boulton, That the said Bili be not now read a third time, but that the Bill be referred back to the same Select Committee to which it was formerly referred for further consideration.

Which being objected to,

After Debate,

The question of concurrence was put thereon, and the same was resolved in the negative.

Whereupon the said Bill was then read a third time.

The question was put whether this Bill shall pass?

It was resolved in the affirmative.

Ordered, That the Clerk do go down to the Legislative Assembly and acquaint that House that the Legislative Council have passed this Bill without any amendment.

Pursuant to the Order of the Day the Bill intituled "An Act to diminish the expenses for Witnesses, and to facilitate the enforcing of forfeited recognizances, "in Criminal Cases in Lower Canada," was read a third time.

Whereupon the Honorable Mr. Prince moved, seconded by the Honorable Mr. Patton,

That the following enacting Section be added to the said Bill:

"And whereas, it is desirable that inasmuch as the Criminal Law of Upper "Canada has, for many years past, been, and still is, by Statute and in practice, "the Law of Lower Canada, and it is just and reasonable that the expenses for "witnesses in Criminal cases in Upper Canada should be allowed, as they are "allowed by this Act in Lower Canada, and that such expenses should be paid "out of the Revenues of the Consolidated Fund of the Province, as in Lower "Canada: therefore Her Majesty by and with the advice and consent of the "Legislative Council and Assembly of Canada further enacts :"

"That in the next ensuing Session of the Parliament of this Province it shall "be enacted (inter alia, in such way as Parliament may decide) that certain "allowances to witnesses lawfully bound over by recognizances or subpoenaed to "to give evidence in Criminal cases, to be tried in Upper Canada, whether in "cases of felony or misdmeanor, or in any other case, at the suit of the Crown, "shall be allowed and paid as, and for their travelling and other expenses, in "such way and manner, and in such proportions as the said Act, hereby prospectivily contemplated, shall provide; and that all such expenses and "allowances to witnesses in Upper Canada, shall be paid out of the Consolidated "Fund of the Province of Canada in the same way and upon the same principle "as they are now paid out of the same fund in Lower Canada, and they shall "not be paid out of any Municipal Funds of Upper Canada, but out of the Con"solidated Fund aforesaid."

Upon a question of Order arising, His Honor the Speaker ruled the said mo tion to be out of order, and

The said Bill was then read a third time.

The question being then put whether this Bill shall pass?

It was resolved in the affirmative.

Ordered, That the Clerk do go down to the Legislative Assembly and acquaint that House that the Legislative Council have passed this Bill without any amendment.

The House according to order was adjourned during pleasure and put into a Committee of the whole on the Bill intituled "An Act for enforcing the Lien of "this Province in respect of claims against certain Railway Companies."

After some time the House was resumed, and

The Honorable Mr. Gordon reported from the said Committee that they had gone through the said Bill, and had directed him to report the same to the House without any amendment.

On motion of the Honorable Mr. Vankoughnet, seconded by the Honorable Mr. Knowlton, it was

Ordered, That the said Bill be read a third time to-morrow.

The Honorable Mr. Quesnel enters.

The House, according to order, was adjourned during pleasure, and put into a Committee of the whole on the Bill intituled " An Act to make better provision "for the registration of deeds, in the Counties of Charlevoix and Saguenay," and the Report of the Select Committee thereon.

After some time the House was resumed, and

The Honorable Mr. Duchesnay reported from the said Committee that they had gone through the said Bill and Report, and had directed him to report the Bill to the House without any amendment.

On motion of the Honorable Mr. Vankoughnet, seconded by the Honorable Mr. Ross, it was

Ordered, That the said Bill be read a third time to-morrow.

Pursuant to the Order of the Day the Bill intituled "An Act to amend the "Act intituled 'An Act to authorize the City of Toronto to erect Water Works, "and to levy a Water Rate," was read a second time.

Ordered, That the said Bill be referred to a Select Committee, composed of the Honorable Messieurs Patton, Vankoughnet, Prince, Morris and Matheson, to meet and adjourn as they please

A Message was brought from the Legislative Assembly by their Clerk, to return the Bill intituled "An Act to divide the Township of Chester into two "separate Municipalities," and to acquaint this House that they have agreed to the amendments made by the Legislative Council to this Bill without any amendment.

A Message was brought from the Legislative Assembly by their Clerk, with a Bill intituled "An Act to amend the Law regulating the Inspection of Flour and "Meal," to which they desire the concurrence of this House.

The said Bill was read for the first time.

On motion of the Honorable Mr. Ross, seconded by the Honorable Mr. Knowlton, it was

Ordered, That the said Bill be read a second time to-morrow.

A Message was brought from the Legislative Assembly by their Clerk, with a Bill intituled " An Act to legalize the By-law number eighteen of the Village of Ingersoll, for raising a certain sum of money therein mentioned," to which they desire the concurrence of this House.
